If using more than 250 link in the single page. There are two negative point.
First point page is not user friendly. User has to drive the path. Use may mis-out the URLs if dump it.
Second point the crawler having time for travelling each page. If the time is over, its terminate the rest of the links. So try to give the wanted links. Don’t try to dump the links.

Using headlines tags in the HTML, it helps bit for SEO. It is not a major role. Each headlines has different power in the SEO. Using H1 is most welcome that.
